Israeli military intelligence (Unit 8200) had obtained a detailed document, internally nicknamed 'Jericho Wall,' outlining Hamas's plan for a large-scale, multi-front invasion more than a year before the attack — including plans to storm border communities, take hostages, and overwhelm the border fence at multiple points. Analysts who reviewed the plan concluded Hamas lacked the capability to execute it and it was treated as aspirational rather than operational. Female IDF border observers ('tatzpitaniyot') had also flagged unusual Hamas training activity along the fence for months beforehand and were reportedly told their reports were not being taken seriously.
On the morning of the attack itself, the response was hampered by the fact that many reservists and regular forces had been redeployed to the West Bank to protect settlers and respond to unrest there, thinning Gaza-border defenses at the moment they were needed most. IDF Southern Command chief Yaron Finkelman resigned in April 2024, explicitly citing his command's failure to protect the communities under its watch on October 7.
