What happened

The PA inherited or established multiple overlapping security services after 1994 — including Preventive Security, General Intelligence, and Military Intelligence — with poorly defined jurisdictions and minimal external oversight, a structure critics said was designed less for effective policing than for ensuring no single security body could challenge Arafat's personal authority. Human Rights Watch and Amnesty documented detainees held for weeks or months without charge, interrogation techniques including prolonged stress positions and beatings, and multiple specific deaths in custody where autopsy or medical evidence pointed to abuse rather than natural causes, none of which resulted in meaningful prosecution of the officers responsible during this period.

Some detainees held on collaboration accusations faced this treatment with no meaningful judicial process to test the underlying accusation — a pattern rights groups noted mirrored, in miniature, the same absence of due process that characterised Israeli military detention of Palestinians in the occupied territories, even as the PA's own founding rationale rested partly on the promise of a more accountable Palestinian justice system than occupation had allowed.
