Welfare Reform — Ending the Federal Safety Net Entitlement

The Personal Responsibility and Work Opportunity Reconciliation Act replaced the decades-old Aid to Families with Dependent Children entitlement with time-limited, work-conditional Temporary Assistance for Needy Families block grants. Clinton delivered on a campaign promise to "end welfare as we know it" — but by 2019 only 23 of every 100 families in poverty received TANF assistance, down from 68 in 1996, and research found the reform measurably increased the depth of poverty for the poorest single mothers and children even as it moved others into low-wage work.
