Meloni's government built two migrant detention centres in Albania, under a deal committing over €200 million, intended to process asylum claims for migrants intercepted at sea outside Italian territory. Italian magistrates blocked every attempt to validate detentions there between October 2024 and January 2025 — 73 people across three transfers were all ordered returned to Italy — and in August 2025 the European Court of Justice ruled against Italy's underlying "safe country of origin" list, undercutting the scheme's legal foundation entirely.
