Meloni has maintained consistent support for Ukraine — continuing arms shipments, backing EU sanctions on Russia, and hosting Zelensky in Rome — despite Lega leader and coalition partner Matteo Salvini's long history of open admiration for Putin, including his 2015 statement that "Russia is much more democratic than the European Union" and his opposition to EU rearmament. Salvini and Forza Italia's Berlusconi have both voted for sanctions and weapons transfers as part of Meloni's government, if less enthusiastically than her own Fratelli d'Italia.
