Public Order Act 2023 — Pre-Crime Protest Bans
The Public Order Act 2023 created new offences of "locking on", tunnelling, and causing "serious disruption" to infrastructure. It also introduced Serious Disruption Prevention Orders (SDPOs) — banning named individuals from attending any future protest without requiring a criminal conviction. The Council of Europe and the UN Special Rapporteur on Freedom of Assembly both criticised the Act as disproportionate.
