What happened
Voter ID was presented as protecting the integrity of elections from impersonation fraud. The problem: UK impersonation fraud at polling stations essentially did not exist as a meaningful phenomenon. The Electoral Commission's own reports consistently found the number of confirmed cases to be negligible — four convictions in eight years across millions of votes cast.
The groups who disproportionately lack qualifying photo ID — no driving licence, no passport, no bus pass — are elderly people on fixed incomes, low-income adults of working age, homeless people, Black and ethnic minority voters, and young first-time voters. These groups consistently vote at lower rates for the Conservative Party.
A free Voter Authority Certificate was introduced but required advance online application, which disadvantaged exactly the people without internet access or digital literacy. The Electoral Commission found that the rollout of the free certificate was inadequate.
The policy closely mirrors Republican voter ID laws in US states, several of which have been struck down by federal courts for racially discriminatory effect. The 14,000 people turned away in 2024 represents roughly the majority in 20+ parliamentary constituencies.
