"Coalition of the Willing" — Starmer Leads European Security Guarantees for Ukraine
Following the March 2025 London Summit, Starmer and French President Macron announced a "coalition of the willing" — ultimately 34 countries plus Ukraine — pledging to deploy a peacekeeping force once a ceasefire or peace deal is signed, going further than any prior Western commitment. Starmer separately announced a £1.6 billion UK export finance deal allowing Ukraine to buy over 5,000 air defence missiles, and convened repeated leaders' meetings through 2025 to sustain the coalition, in part to keep the Trump administration engaged in supporting Kyiv.
