While continuing to host nearly a million Ukrainian refugees under temporary protection, Tusk's government tightened eligibility for benefits paid to those no longer resident in Poland, and in October 2024 temporarily suspended the right to claim asylum at the Belarus border, citing Russian and Belarusian state actors deliberately funnelling migrants across the border as a destabilisation tactic. The EU ultimately accepted the border measure as a justified response to hybrid warfare, but rights groups criticised both moves as harming genuine refugees and asylum seekers alongside any bad-faith actors.
