2023–present · 3 eventsTusk returned to power in December 2023 pledging to restore judicial independence and media freedom after eight years of PiS rule, but progress has been slower than promised — reforms have repeatedly stalled against PiS-appointed judges and, since August 2025, an actively obstructive President Karol Nawrocki. On Ukraine, the government has continued hosting nearly a million refugees while controversially tightening their benefits, and suspended asylum rights at the Belarus border in response to what it characterises as Russian-Belarusian "hybrid warfare" migration tactics.
⚖️ Judicial Reform Stalls Against PiS-Appointed Judges and a Hostile Presidency · 2024S3
Justice Minister Adam Bodnar introduced reforms in January 2024 to depoliticise the National Council of the Judiciary, and the Sejm passed amendments in April 2024 restoring judicial election of its members. But implementation has been slow and contested by the "neo-judges" appointed under the disputed post-2017 system, and the rule-of-law crisis remains formally unresolved years after Tusk pledged to fix it on taking office.

While continuing to host nearly a million Ukrainian refugees under temporary protection, Tusk's government tightened eligibility for benefits paid to those no longer resident in Poland, and in October 2024 temporarily suspended the right to claim asylum at the Belarus border, citing Russian and Belarusian state actors deliberately funnelling migrants across the border as a destabilisation tactic. The EU ultimately accepted the border measure as a justified response to hybrid warfare, but rights groups criticised both moves as harming genuine refugees and asylum seekers alongside any bad-faith actors.

PiS-backed conservative historian Karol Nawrocki narrowly won the June 2025 presidential election (50.89% to 49.11%) against Warsaw's liberal mayor Rafał Trzaskowski, and was inaugurated in August 2025. Nawrocki has pursued an openly confrontational relationship with Tusk's government, using presidential veto powers to block judicial and other reform legislation.
Mateusz Morawiecki — Law and Justice (PiS)
2015–2023 · 3 eventsLaw and Justice governed first under PM Beata Szydło (2015–2017) then Mateusz Morawiecki (2017–2023), backed throughout by allied President Andrzej Duda. The party spent eight years capturing Poland's courts and public media, triggering a prolonged constitutional crisis with the EU that froze billions of euros in recovery funds. It combined this with a near-total abortion ban and a generous child-benefit welfare expansion. When Russia invaded Ukraine in February 2022, Poland — under this same government — became the single most important frontline state in the Western response: the main weapons transit hub and, for a time, the largest host of Ukrainian refugees in Europe.
⚖️ Capture of the Constitutional Tribunal and Judiciary · 2015S5
Within weeks of taking office, PiS packed the Constitutional Tribunal by appointing five judges to replace three that had been lawfully appointed by the outgoing parliament, with President Duda's cooperation. In 2017 it placed the National Council of the Judiciary — the body that nominates judges — under direct parliamentary control, reversing the previous system where judges elected its members. Judges who spoke out were stripped of immunity and suspended.
⚖️ Near-Total Abortion Ban After Constitutional Tribunal Ruling · 2020S5
The PiS-packed Constitutional Tribunal ruled that abortion in cases of severe fetal defects — which had accounted for the vast majority of Poland's already-rare legal abortions — was unconstitutional, leaving the procedure legal only in cases of rape, incest, or risk to the mother's life. The ruling triggered the largest protests in Poland since the fall of communism, under the banner "Women's Strike".
🌐 Poland Becomes Europe's Frontline Lifeline for Ukraine · 2022✅
Within days of Russia's February 2022 invasion, Poland became the indispensable rear base for Ukraine's defence: the airport at Rzeszów, roughly 70km from the border, turned into the main transit hub through which the large majority of Western weapons shipments entered Ukraine. Poland itself donated more heavy weapons than any other country relative to GDP — over 300 tanks and 470 armoured vehicles in total — and took in roughly 3 million refugees, more than any other European country, spending an estimated 4.9 billion złoty on their support in 2022 alone, the highest of any OECD member.
