Donald Tusk — Civic Coalition (KO)

Tusk returned to power in December 2023 pledging to restore judicial independence and media freedom after eight years of PiS rule, but progress has been slower than promised — reforms have repeatedly stalled against PiS-appointed judges and, since August 2025, an actively obstructive President Karol Nawrocki. On Ukraine, the government has continued hosting nearly a million refugees while controversially tightening their benefits, and suspended asylum rights at the Belarus border in response to what it characterises as Russian-Belarusian "hybrid warfare" migration tactics.

Mateusz Morawiecki — Law and Justice (PiS)

Law and Justice governed first under PM Beata Szydło (2015–2017) then Mateusz Morawiecki (2017–2023), backed throughout by allied President Andrzej Duda. The party spent eight years capturing Poland's courts and public media, triggering a prolonged constitutional crisis with the EU that froze billions of euros in recovery funds. It combined this with a near-total abortion ban and a generous child-benefit welfare expansion. When Russia invaded Ukraine in February 2022, Poland — under this same government — became the single most important frontline state in the Western response: the main weapons transit hub and, for a time, the largest host of Ukrainian refugees in Europe.
